Here, we will take one example of applying flat 70% off promotional offer on particular products.
Step 1: Go to admin area, click on Promotions, you will find above screen.
Step 2: Go with Catalog price rules, and click on Add New Rule, you will be redirected to below screen.

Step 3: Second sections is of conditions, here you need to apply the single or combination of conditions.
Step 4: And the third section is Actions. Here apply your condition with your choice with discount amount, and you can also enable or disable discount to sub products.
Step 5: The last but not the least, after whole above process you need to click on Save to apply rule afterwards or you can direct Save and Apply on same moment.
